Conditions for Indefinite Work Permit (2025)

The indefinite work permit in Turkey offers the most comprehensive right to reside and work for foreigners seeking long-term residence and employment security. However, not every foreigner who meets the application requirements is automatically granted this right. The assessment depends on legislation and individual circumstances.

1. Who Can Apply?

• Foreigners with a long-term residence permit in Turkey,
• Foreigners working in Turkey with a legal work permit for at least 8 years without interruption.

Applications are evaluated by the Ministry of Labor and Social Security.

2. Rights Provided

Indefinite work permit holders benefit from most of the rights granted to Turkish citizens:

• Unlimited right to work and reside in Turkey
• The right to social security benefits
• Equality with Turkish citizens in education, health and social benefits

However;

• The right to vote and be elected,
• The right to hold public office,
• Military service obligation

is not covered by an indefinite work permit.

3. Renewal Process

• The certificate is renewed every 5 years as of the start date of the work permit.
• The renewal application must be submitted at least 6 months before the expiry date.
• Delays can lead to administrative sanctions and rejection of the application.

4. Employer and SSI Obligations

An indefinite work permit does not relieve employers of their SSI notification obligations.

• Employers must make regular contributions and notifications for the foreign employee.

5. Professions that are prohibited and require prior authorization

An indefinite work permit does not grant freedom in all professions.

• Professions reserved for Turkish citizens (lawyers, pharmacists, veterinarians, dentists, etc.) are prohibited for foreigners.
