Turkey has special procedures for employers wishing to employ foreigners in domestic services. This includes childcare, elderly care, patient care and domestic cleaning services. 1. Application Requirements for Domestic Services
To employ foreigners in domestic services:
- The employer must be a citizen of the Republic of Turkey,
- The need is based on concrete reasons such as child, elderly or patient care,
- The employer’s income level meets the minimum criteria (SSI notification, proof with bank statements),
- The employer must undertake the obligations with a notarized undertaking.

- Current invoice (electricity/water/natural gas)
- Proof of birth registration
- SSI service breakdown
- 6-month bank account statement (minimum monthly income of 110,000 TL)

3. Application Process
Phase One – Employer Registration
- The employer creates a workplace registration through the E-permit system with the “Employer of Domestic Services” option.
- Registration is completed with an electronic signature.
Second Stage – Work Permit Application
- Information about the foreigner is entered into the system.
- The application is completed with an electronic signature.
- Applications are tracked through the employer’s e-Government account.

4. SSI Transactions and Obligations
Work starts on the day the work permit is approved and the SSI entry notification must be made within 30 days. Both the salary payment and SSI premium obligations of the employer must be fulfilled regularly.
