The National Electronic Notification System (UETS) is a legally valid electronic system through which official institutions transmit their notifications digitally. With this system operated by PTT, notifications are delivered in secure electronic environmentinstead of physical mail.
WHAT IS UETS?
UETS is a legal system that enables notifications to be sent electronicallywithin the scope of the Electronic Signature Law No. 5070 and the Notification Law No. 7201.
The notice is deemed served at the end of the 5th day after it arrives in your UETS account . This period runs even if you have not received and opened the notice.
WHO MUST TAKE UETS?
Mandatory
- All capital companies (Limited, Incorporated, etc.)
- Lawyers (registered with the bar association)
- Notaries
- Mediators
- Certified and independent public accountants
- Public institutions
- Courts, enforcement offices
Groups for which volunteer applications can be made:
- Natural persons (citizens)
- Self-employed
- Foreigners with or without residence in Turkey (under certain conditions)
UETS APPLICATION REQUIREMENTS FOR FOREIGNERS
CAN FOREIGNERS BUY UETS?
Yes. Foreign nationals can also get a UETS account. However, the application process depends on their residency status in Turkey.
🔹 For foreigners residing in Turkey:
- UETS application is not mandatory.
- However, foreigners wishing to extend their residence permit must open a UETS account .
- Ways to apply:
- Application can be made via e-Government.
- Login with the foreign identification number (starting with 99).
- e-Government UETS Application Link
- If they have a valid e-signature, they can apply online via www.etebligat.gov.tr.
- Alternatively, you can apply in person at PTT branches.
- Application can be made via e-Government.
🔹 For foreigners who do NOT reside in Turkey:
- There is no obligation to receive UETS .
- However, foreigners with e-signatures can apply on an optional basis.
- For Application:
- It is essential to have a valid e-signature.
- The application can only be submitted online via www.etebligat.gov.tr.
- Alternatively, applications can be made at PTT branches through their representatives in Turkey:
- Power of attorney is required.
- Required documents:
- Photocopy of passport or ID card
- Power of Attorney
- Identity of the representative person
Non-Resident Foreigners in Turkey:
- They are not obliged to apply to UETS.
- However, the application is optional.
- They must have a valid e-Signature to apply.
- Foreigners with e-Signature can submit their applications online via www.etebligat.gov.tr.
Foreigners with Residence in Turkey:
- In general, there is no obligation to apply to the UETS.
- However, if they are applying for a residence permit extension, they must first create a UETS account.
- In this case, there are two remedies:
- Application in person at PTT branches
- Apply online at www.etebligat.gov.tr with a valid e-Signature
HOW TO APPLY?
Natural Persons (Citizens):
- Application can be made via e-Government:https://www.turkiye.gov.tr/ptt-uets
Legal Persons (Companies):
- It is made from PTT branches.
- Required documents:
- Trade Registry Gazette
- Signature circular
- Identity of the authorized person
Professionals
- Lawyers, notaries, financial advisors can apply via e-Government or PTT.
Foreigners
- Those who have a place of residence can obtain their residence permit from PTT or with e-signature via etebligat.gov.tr
- Non-residents can only apply with e-signature and via etebligat.gov.tr.
📬 HOW DOES THE NOTIFICATION TAKE PLACE?
- Official institutions send notifications to the UETS address.
- Notification is made by e-mail/SMS.
- Even if the notification is not opened within 5 days, it is deemed to have been legally served.
- Records are legal evidence.
