Work Permit Application Process 2025 | Step by Step Guide

Applying for a foreign work permit in Turkey is a multi-stage process that must be followed carefully. How the application is made depends on whether the applicant is located in Turkey or abroad.

1. Preparation and Document Collection

The necessary documents must be prepared by both the employer and the foreign employee prior to the application.

2. Electronic Application (Domestic and International)

• Domestic application: For foreigners with a valid residence permit in Turkey, applications are made by the employer through e-Government or the Ministry’s system.
• Application from abroad: Foreigners who do not have a residence permit in Turkey initiate the process through the Turkish Consulate in their country of residence. The employer completes the application in Turkey with the reference number received from the consulate.

3. Evaluation of the Application

Applications are reviewed by the Ministry of Labor and Social Security within an average of 30 days.

• In case of missing documents, additional time is given.

4. Finalization and Issuance of the Permit

Approved applications:

• For domestic applications, a work permit card is issued directly.
• For overseas applications, the work visa is issued first, and then the permit card is delivered to the employer after entry into Turkey.

5. Initiation of Work Permit and SSI Procedures

After obtaining a work permit, the foreign employee must be notified to the SSI.
