The “2025 Henley Private Wealth Migration Report”, published by Henley & Partners, one of the world’s leading citizenship and residency advisory firms, provides striking data on the mobility of wealthy individuals globally. This report predicts that approximately 142,000 millionaires will migrate to different countries in the coming year, revealing one of the largest private wealth migrations in history.
Countries Attracting and Losing the Most Millionaires
According to the report, the countries that attract the most attention among the new addresses of millionaires in 2025 are:
- United Arab Emirates (UAE): Tax benefits, political stability and quality of life will make it the world leader, attracting 9,800 millionaires.
- USA: With its robust economic structure and investment climate, it will attract around 7,500 millionaires.
- Italy, Switzerland and Saudi Arabia: In total, around 9,000 millionaires will head to these countries, thanks in particular to investment citizenship programs.
Millionaire Migration by Year

On the other hand, the United Kingdom leads among the countries experiencing serious wealth losses. With a loss of 16,500 millionaires, the UK will experience the largest global wealth migration. Countries such as China (7,800), India (3,500), South Korea (2,400) and Russia (1,500) also stand out with significant millionaire outflows.
Countries Attracting and Losing the Most Millionaires
Indicates the number of millionaires who will net settle in or leave a country in 2025.
- Positive (+) number: More millionaires entering the country than leaving (net inflow).
- Negative (-) number: More millionaires leaving the country than arriving (net outflow).
📌 Example:
- UAE +9,800: 9,800 millionaires will net migrate to the UAE in 2025.
- UK -16,500: 16,500 millionaires will emigrate from the UK in 2025.

Estimated Wealth Carried by Migrating Millionaires (in Billion Dollars)
🔻 UK (United Kingdom): -16,500 millionaires / USD 91.8 billion
- This means that millionaires leaving the UK in 2025 move to other countries with a total investible wealth of around USD 91.8 billion.
- So there is an outflow of wealth. Both people and money are leaving.
🔺 UAE (UAE): +9,800 millionaires / USD 63.0 billion
- This means that the 9,800 millionaires moving to the UAE in 2025 come with a total wealth of USD 63 billion.
- So there is an inflow of wealth into the UAE.

Why Investment Citizenship Programs Matter?
Citizenship by investment (Golden Visa) programs play a key role in the migration preferences of wealthy individuals. These programs provide citizenship or residence rights in exchange for real estate purchases or capital investment. Italy, Portugal and Greece are among the countries that attract millionaires with their advantageous investment programs and tax incentives.
In recent years, the UAE’s “Golden Visa” program in particular continues to attract intense interest. 5 to 10-year residence visas, tax benefits and flexible investment conditions have made the UAE an attractive destination for wealthy expatriates from around the world.
Millionaire Population Growth Rate (%) (2014-2024)
It is the rate of increase in the total number of millionaires in a country over the last 10 years. In other words, it is not only related to migration but also to the accumulation of wealth within the country.
📌 Example:
- Montenegro 124%: From 2014 to 2024, the number of millionaires in Montenegro increased by 124%. This shows that the country is a growing “rich center”.
- Switzerland 28%: The number of millionaires has increased by 28% in the last 10 years. In more mature (saturated) rich markets, this rate is lower.

Millionaires Seek Safe Harbor
The report emphasizes that there are three main criteria for millionaires’ migration choices:
- Tax Advantages: Countries without inheritance and capital gains tax (UAE, Singapore, Monaco, etc.) attract investors.
- Political Stability and Security: Countries such as Switzerland, Australia and New Zealand attract wealthy individuals with strong legal infrastructures and secure environments.
- High Quality of Life: Mediterranean countries such as Portugal and Italy with high standards of health, education and living standards are among the regions preferred by millionaire families.
The Impact of Millionaire Migration on the Global Economy
Millionaire migration accelerates economic growth by providing capital flow to destination countries. On average, each millionaire carries with them a fortune of approximately 10 million dollars. This provides great benefits to local economies through direct and indirect investments. On the other hand, countries that lose wealth face economic challenges such as reduced investment and tax revenues.
