Visa Exemption for Chinese Citizens: Official Gazette Decision and Implementation Principles

With the Presidential Decree published in the Official Gazette dated December 31, 2025, the visa requirement has been lifted for the travels of citizens of the People’s Republic of China to Turkey. This regulation, which will enter into force as of January 2, 2026, represents a critical turning point for Turkey’s tourism strategy and international relations.
Legal Basis and Scope of the New Regulation
The decision in question was taken in accordance with Article 18 of the Law on Foreigners and International Protection No. 6458. The relevant article authorizes the Council of Ministers (the President in the current system) to determine the procedures and principles regarding the visa-free entry of foreigners into Turkey.
However, it is worth noting that for stays exceeding 90 days or situations such as family reunification, foreigners are still subject to short-term residence permit procedures.
Visa Exemption Conditions and Time Limit
The limits of the exemption introduced for citizens of the People’s Republic of China with the new regulation are as follows:
- Passport Type: The exemption covers Chinese citizens holding ordinary (burgundy) passports.
- Purpose of Travel: Only tourist travels and transit passages are covered by the exemption.
- Length of Stay: A visa will not be required for travels with a maximum stay of 90 days within each 180-day period.
- Effective Date: The regulation will be officially implemented as of January 2, 2026.

The 90/180 Day Rule Must Be Observed
The provision of visa exemption does not grant the right to stay in Turkey indefinitely. When calculating their length of stay in Turkey, Chinese citizens must take into account the 180 days prior to their entry date into Turkey and ensure that they do not exceed 90 days in total within this period. Foreigners who violate the duration may face the risk of deportation and administrative fines.
Important Note: Chinese citizens who will come to Turkey for purposes other than tourism (work, education, long-term residence, etc.) are still obliged to obtain a visa suitable for their purpose from the foreign representative offices of the Republic of Turkey before their trip.
